The 3rd
VPA Main Meeting
Da Lat City
5 - 6 November 1999
Pursuant
to the 2nd VPA Meeting held at Do Son, Hai Phong, the
3rd VPA Meeting held by Saigon New Port on 05 – 06 November
1999 in Dalat City
The
Meeting was attended by 63 official delegates from 26/31
member ports. Some delegates of ports in Central area
such as Thuan An Port, Da Nang Port, Nguyen Van Troi Port,
Song Han 9 Port, Hai Son Port didn’t come to Meeting because
of heavily natural calamity at that time.
The
Meeting warmly welcomed

In
addition, the Meeting was attended by sponsors’ representatives
of companies of Hanjung, Unico Handels, KE/MP, newspaper
and TV correspondents from central to local and complementary
delegates of member ports.

The
Meeting received many congratulatory flower baskets from
The People’s Committee of Dalat City, Vietnam Ship-Owners
Association, VIFFAS, VISABA, Vietnam Culture Co., Sofitel-Novotel
Hotel, and Dalat XQ Embroidery Co.
Following
the introduction part of Meeting Organizer, Mr. Tran Van
On, Chairman of VPA read the 2nd Executing Committee’s
Report in the term of 1998 – 1999
Mr.
Huynh Hong Vu, Secretary General read the Report on VPA
activities in the last term, and offered the programmes
of activities and budgets for the year of 2000.
The Meeting
noted speeches given by:
- Pr. Dr. La Ngoc Khue, Vice minister of MOTC
- Dr. Dinh Ngoc Vien, Chairman of Vinalines’ Management
Board
- Mr. Bui Duc Nhuan, Vice director of Vinamarine
- Mr. Nguyen Tuong, Manager of ASEAN Relations, MOTC
- Mr. Ha Duc Bang, Vice chairman of Vietnam ship-owners
Association.
The guiding ideas were focused on main contents as
follows\
-
Information
on the strategies or plans of MOTC and sectors relative
to port community, problems in developing Master Plans
of Vietnam Seaports System by 2010.
-
Problems
should be solve at macroscopic level including the management
of seaport administration, requirements of service quality,
to enhance the competition between ports.
-
Tariff
charges, tax, and competition in home market and to the
region.
-
The economic
integration in the region, cooperation projects of MOTC
in ASEAN, integration route, requirements coping with
challenges, using new opportunities in the process of
economical integration and linking with international
Associations
-
The
VPA role in solving above problems to create the better
condition for developing operation, being an advisor to
the State and a crucial factor in competitive market.

The
VPA role in protecting member ports’ benefits, development
of human resources, promotion of linkage between Regional
and International Associations, being partner for social
issues to State , etc. With mutual spirit, the bigger
ports should be in more responsibility and contribution
than smaller ones.

The
Meeting noted the presentation of Hanjung Co., Korea (main
sponsor) and KE/MP Co., Germany.
The main contents were conferred and approved at 3rd
VPA Main Meeting
The
Meeting warmly welcomed delegates of Phu My Port and Rau
Qua Port , 2 VPA's new members, for the first time
The
Meeting deducted VND 50 million from VPA fund for Thuan
An port, Da Nang Port, Nguyen Van Troi Port to overcome
a part of immediate difficulties due to natural calamity.
The
Meeting appealed the volunteer contributions from member
ports. And the result is that many ports to commit their
donations with total money up to VND 165 million
of which
- Saigon Port, Hai Phong Port, Tan Cang Port: VND 20 million
/each port
- Ben Nghe Port, Nghe Tinh Port, Dong Nai Port, Saigon
Petro Port, Can Tho Port,
Phu My Port: VND 10 million /each port
- Quang Ninh Port, Cam Pha Port, Qui Nhon Port, Tan Thuan
Dong Port, Rau Qua Port,
Dong Thap Port, My Thoi Port: VND 5 million /each
port
- Vinh Long Port: VND 3 million
- My Tho Port: VND 2 million
- KE/MP: USD 1,000.
With member ports' commitments, VPA would transfer in
advance the amount of these money by VPA funds to port
suffered natural calamity
Basing
the reports on the initial damages to the ports in Central
area, The Executing committee adopted to distribute above
amount from the VPA fund and the contributed money to
ports in Central as follows:

- Thuan An Port
- VND 40 million
- Nguyen Van Troi Port
- VND 30 million
- Song Han 9 Port
- VND 20 million
- Hai Son Port -

On behalf of the Association, Mr. Tran Van On, Chairman
of VPA handed souvenir gifts over to above – mentioned
members.
Agreed
with the report of 2nd Executing Committee
The
Meeting requested Secretariat to adjust plans and proposed
budget for succeeding year in the presentation after deducting
VND 50million of VPA fund.
The
Meeting emphasized the importance in promoting linkages
with APA and requested member to participate actively
in programs/corporation projects of MTOC in ASEAN in which
big ports play main role. The Executing Committee will
appoint or assign members if necessary
Pursuant
to the guiding ideas of MOCT leaders, the Meeting tasted
Secretariat to revise the Proposal Draft before submitting
to the State and related organizations
With the
registration from the member ports, The Meeting approved
as follows
-
The
annual Meeting in 2000 will be hosted by Quang Ninh
Port. The exact date and venue will be confirmed later.

The
4th Main Meeting will be organized by Ben Nghe Port.
The date and venue will be announced later.
On
this occasion, Mr. Nguyen Van Lai, Vice director of Saigon
New Port - Representative of host port of 3rd Main Meeting
handed over VPA Flag to Mr. Le Minh Thung, director of Ben
Nghe Port, a host of the 4th Main Meeting
After three
sessions, the Meeting ended at 10h00' on 6th November 1999
in Da Lat City with the spirit of solidarity and cordiality.
On
behalf of 2nd Executing Committee, the Organizer, Mr.
Tran Van On thanked leaders of MTOC, Vinamrine, Vinalines,
People Committee of Dalat City, other Associations, Mr.
Tran Xuan Nhon, press, sponsors, Director and Staffs of
Sofitel - Novotel about highly valuable contributions
for the success of Meeting
The Executing
Committee and all delegates also expressed their most sincere
appreciation to the Organizer and Staffs of Saigon New Port
for excellent arrangement made for the Meeting.
