The road linking National Road 51 to Cai Mep - Thi Vai port (also called road 965) is the package No. 5 of the Cai Mep – Thi Vai International Port development project, started construction in August 2008. After nearly 4 years of construction, until now this route has not been completed yet. The investor and contractors committed to speed up to finish this package in late 2012. Shall this commitment be made?
According to the Project Management Unit 85 (PMU 85 - owner of the project), Road 965 linking from National Road 51 to Cai Mep port was constructed on 14-10-2008, with a total investment of about VND1031 billion (including the bridge), designed with speed of 80km/hour including 4 lanes, the roadbed width is from 31-38m. According to the construction plan, the contractors make newly a half of route on the left, the rest right side is for normal traffic and will construct after completed the other half. Phase 1 is expected to be completed after 24 months of construction, i.e to 14-10-2010, and the project must be completed and put into use. However, until April 2011 it had just been finalized the half line of the left (the stretch from the port to the National Road 51).
Talking to the reporter of BR - VT newspaper, both the owner and contractors admitted that the progress of this project was slower than planned nearly a year. Mr. Pham Tat Thang - an officer of the PMU 85 (representative of the investor) - explained the cause of this delay was affected by the rainy weather, take time for loading to ensure the works’ quality; in implementation of the project, as it had many port projects in the Cai Mep - Thi Vai port complex in construction, the vehicle traffic flow in this route was too large, the contractors must both carry out construction and ensure the traffic safety ...Nevertheless, through the research, an objective cause greatly affecting to the construction schedule is, in the project development stage, the contractorss encountered financial difficulties due to economic recession, unsatisfied loans, leading to suspension of the construction.
According to the investor, the fundamental difficulties are currently past. the PMU 85 requested the contractorss to accelerate in-rush the implementation of the half remaining route. Mr. Nguyen Trong Doan, representing the contractorss, said the construction units were loading and dealt with soft soil and would build items of the roadbed completion. It is expected the construction of the right side to be completed in December 2012 and until Quarter I/2012, this entire route shall put into use.Road 965 is significant for the operation of the ports in Cai Mep - Thi Vai area, since this is the lifeline route serving transportation of goods through ports. Presently, this area has many ports under construction and put into operation such as Tan Cang - Cai Mep deepwater port, agricultural product port of Vietnam Interflour Co. Ltd., LPG port ... The delay of construction had a huge impact to the competitiveness of the ports.
