BR-VT have more favorable conditions in terms of nature as a convenient navigable channel, on the international maritime routes linking North-South and East-West of the world where accounted for more than 85% of international trade transportation; there are major ports modernized to meet 100,000DWT ships or more for cargo discharge.
MODERN LOGISTICS CENTER, NO PRICE COMPETITIVENESS
At present, businesses specialized in logistic sector of the province in particular and the country in general show weakness and shortage. Scale of Vietnam's logistics service provider is still small. Logistics companies in Vietnam mainly act as agents for major transnational companies of foreign countries or just make each stage of the logistics process. Ability to provide "lump-sum" logistics services package is still limited, almost no one logistics service provider can afford to provide transportation services throughout the whole territory of Vietnam connected to international markets with competitive cost but through service providers of each stage. Inland logistics services have not paid attention to development, service quality is not high.
Meanwhile, in other European countries there are centers specialized in logistics services to attract customers taking goods to ports. In particular, businesses operating in this field do not have price competition, but only compete by improving the quality of services. At centers, ports have management of logistics operations. At the same time, they also attach importance to investment in traffic infrastructure, technical infrastructure.
PORT AUTHORITIES ARE NEEDED
In countries with the strength of seaports have Port Authorities to manage, invest, admin operating activities of seaport systems. Operational model of port authorities acts as the landlord port type (Landlord Ports). The Port Authority is a State organization, belong to the city Authority, which plays the role of a public service agency, business activities according to market mechanism, under the supervision of the Supervisory Board.
The city authority pours funding for port authority's operations in order to invest in construction of seaport infrastructure, maritime channels; ensure maritime safety in the waters; maintain port infrastructure and other operating costs. The Port Authority is responsible for all of the requirements for transport infrastructure and technical infrastructure in port area (on shore and under water) to ensure activities of receiving ships and cargo transport; connect national traffic network and technical infrastructure network (invested by the Central Authority); and ensure all issues related to the environment. For some expansion plans and big improvement are decided by local authorities and port authority to implement those plans. Some investment plans, small and medium renovation are implemented by the port authority.Mr. Ho Van Nien - Vice Chairman of BRVT"s People"s Committee - said through the actual survey in Germany and Netherlands showed the port authorities in these countries operated effectively in work of State management, business management and brought huge profits for businesses and jobs as well as performed the "one door" mechanism in the reform of administrative procedures. This trip confirmed that the proposal to establish logistics center and port authority absolutely had good reason.
