  Administrative violations attract fines

The government has issued a decree covering fines to be imposed on foreign ships failing to load and unload goods at designated areas indicated by port authorities.

Under decree 129/2006/ND-CP, dated October 31, 2006, fines between VND 15 million to VND30 million ($937.5 to $1,875) shall be imposed for acts violating regulations on national border management and protection.

Foreign ships, which load and unload goods outside the areas indicated by port authorities, are in 'administrative violation’ of regulations on national border management and protection.
