THE ISPS
CODE IN THAILAND
According to International Ship and Port Facility Security
Code (ISPS) adopted on December 12, 2002 by the Conference
of Contracting Government to the International Convention
for the safety of Life at Sea (SOLAS,1974), the State
members have to prepare the national legislation to meet
all requirements of ISPS Code before July 1, 2004.
Thai government assigned the Marine Department
(M.D.) of the Ministry of Transport to take care of the
maritime administration. The Marine Department is the
Designed Authority for ship and port facilities under
the ISPS Code.
The Port Authority of Thailand will prepare
for the Port Facilities Security Assessments (PAT-PFSA),
Port Facilities Security Plan (PAT-PFSP), and Port Facilities
Security Officer (PFSO) both Bangkok Port (BKP) and Laem
Chabang Port (LCP). Other ports operated by private and
other authorities will also prepare PFSA, PFSP, PFSO and
submit them to M.D. (Marine Department)
THE STATUS OF IMPLEMENTING THE ISPS CODE IN THAILAND
M.D. has already translated the ISPS Code into Thai and
under the approval of the parliament. Then the new legislations
or regulations will come into force at the beginning of
February 2004. PSFA, PSFP will be approved by M.D. Later,
the list names of the approved Thai ports and ships under
the ISPS Code will be further submitted to IMO before
July 1, 2004.
THE STATUS OF IMPLEMENTING FOR PAT
PAT has established the PAT ISPS Code Committee in August
2003. Following training on Maritime Security by IMO on
October 6-10, 2003 and Australian Government on November
10-13, 2003. The PAT ISPS Code Committee has made an Action
Plan.
Action Plan to comply with ISPS Code
for Bangkok Port and Laem Chabang Port is as follows:
Firstly, training how to make an Assessment
and Plan in the first two week of November 2003. Secondly,
establishing Port Security Committee for PAT in the last
two week of November 2003. Next, determining Port Facility
Security Assessment (PAT-PFSA) in December 2003. Then,
determining Port Facility Security Plan (PAT-PFSP) in
January 2004. From the last two week of February 2004
to the end of March, Submitting the Plans to Marine Department.
Lastly, receiving the Statement of Compliance of a Port
Facility.
