Advisory services
The ISPS Code requires the carrying out of ship security assessments
and the development of ship security plans. With little knowledge
of the subject this can be an onerous task. We have developed
a tiered programme of assistance from which you can choose.
At level 1, we will guide you, at level 2 we will share the
tasks and at level 3 we do the complete job for you.
In compliance with the ISPS Code, Lloyd's
Register is unable to provide advisory services on ships where
it will subsequently issue ISPS certification.
To assist companies who may wish to carry
out assessments and develop security plans themselves, we
have developed the ISPS Ship Practical
Pack. The ISPS Ship Practical
Pack is available to delegates attending the ISPS CSO
and SSO training courses as part of our ship advisory services.
In addition Lloyd’s Register can provide services in
specialist areas associated with shipboard maritime security.
Such areas include specialist aspects of a ship security assessment
(SSA), risk reduction measures through design, operating procedures,
training etc, global and local residual strength analysis
of a damaged ship, consequence analysis of spills, fires and
explosions, structural damage from an attack, escape, evacuation
and rescue assessment and management of risks.

Training services
In support of the advisory services Lloyd’s Register
has developed, in compliance with IMO requirements, programmes
of training for company (CSO) and ship (SSO) security officers.
This training has been approved by leading flag administrations
and is delivered at international venues or, for larger companies,
in house at a location of your choosing.
ISPS certification
Lloyd’s Register has been delegated the responsibilities
of recognised security organisation (RSO) by the major flag
administrations. The current listing can be found on links
from this page. This allows us to carry out security plan
approvals and verification audits, leading to the issue of
International Ship Security Certificates (ISSC). Each ship
to which the Code applies must have an ISSC to allow it to
operate beyond July 1, 2004.
We are establishing an international network
of auditors which will be in place to provide plan approval
services in your office and verification audits on your ships.
These auditors will also provide ISM and ISO audit services
integrated with ISPS, thus providing the most cost effective
solution for you.
Services available to port operators:
Advisory services
As with ships, the ISPS Code requires the carrying out of
port facility security assessments and the development of
port facility security plans. Depending on the decision of
the responsible government and the complexity of the port
and associated port facilities, compliance with the ISPS Code
can appear an onerous task.
Lloyd’s Register has expert knowledge
in the subject and we have developed a tiered programme of
assistance which will lead the port operator along the path
to compliance. At level 1, we will guide you, at level 2 we
will share the tasks and at level 3 we do the complete job
for you.
Advisory services are based on the ISPS Port
Practical Pack, a companion to the ISPS Ship Practical Pack.
As the name implies, the solution follows a practical approach
to a potentially complex subject. The ISPS Port Practical
Pack is available to delegates attending the ISPS PFSO training
course as part of our port advisory services.
In addition Lloyd’s Register can provide
services in specialist areas of the port facility security
assessment. Such areas include maritime and shore-based threats,
ship-shore interaction, emergency egress, emergency response
from land-based systems and tugs, consequence to shore-based
facilities or ship and its crew from a port/maritime incident.

Training services
In support of, and integrated with, the advisory services
Lloyd’s Register has developed in compliance with IMO
requirements, a programme of training for the port facility
security officer (PFSO). This course provides the knowledge
required to use the ISPS Port Practical Pack to best advantage.
In order to provide the industry with a basic
understanding of the ISPS Code as it applies to port facilities,
we have developed a port facility seminar. This one day event
is held internationally at major venues and is essential to
port facility managers in order to gain an understanding of
their responsibilities and the actions to be taken to gain
compliance with the ISPS Code before the mandatory date of
July 1, 2004.
